Teen charged in Hagerstown stabbing held on $750,000 bail

Maurice McMillan, 16, charged with attemped second-degree murder in Locust Street incident

A Hagerstown teenager charged with stabbing a man five times during a Sunday-night fight remained in the Washington County Detention Center on $750,000 bail following a bond-review hearing Tuesday in Washington County District Court.

Maurice Davoughn McMillan, 16, of 623 N. Locust St., was charged as an adult by the Hagerstown Police Department with attempted second-degree murder, first- and second-degree assault and reckless endangerment, court records said.

City Police Chief Arthur Smith said McMillan turned himself in at the police department Tuesday morning.

“It don’t matter,” McMillan said when Judge Mark D. Thomas asked if he had anything to say that might prompt him to lower the bond.

McMillan appeared before Thomas via a closed-circuit television link from the detention center.

Assistant State’s Attorney Michele Hansen told Thomas the state wanted McMillan’s bond to remain high because he was charged with stabbing the victim “five times in the torso.”

Hansen said McMillan had just gotten off juvenile probation on Aug. 29 and had “many adjudications” in juvenile court.

McMillan is accused of stabbing Jarvel Fostion, 18, of Hagerstown, on the 600 block of North Locust Street, according to the charging documents.

There were several witnesses to the stabbing, which was called in a 8:51 p.m., the documents said. One witness told police of seeing McMillan stab Fostion twice under his left armpit, the documents said.

McMillan and Fostion had been “arguing back and forth throughout the evening via text messages over McMillan allegedly stealing property from Fostion’s friends,” the documents said. After the assault, McMillan fled with another male who was present during the fight, the documents said.

Four witnesses picked McMillan’s picture from a photographic lineup, the documents said.

Fostion was taken to Meritus Medical Center with what police described in the charging documents as life-threatening injuries. However, Smith said Tuesday that Fostion is expected to be discharged from the hospital soon.

Meritus Medical Center does not provide information about patient conditions to the media.
